I have the honour to reply to your letter

of the 30th. ultimo referring to the subject of Mr. Irving's

letter of the 28th. June last.

My reasons for not replying to that letter

by return: Mr. Irving having made misrepresentations to the

Government concerning my duties and conduct in the Service with-

-out giving me any opportunity to reply and as these misrepresent.

-ations are based entirely on personal animus towards me I have

deferred a full reply thereon to the Hongkong Hon. Colonial

Secretary until Mr. Irving has returned to the Colony.

I cannot therefore do more for the present

than note the transferred appointment notified by Mr. Irving

in his letter of the 28th. June.

In the matter of Messrs. Brewer & Co.'s

account. This is not an account payable by the Education De-

-partment for goods supplied to the School. All such goods

supplied to the end of 1908 were paid for and duly receipted by

Mr. Huke their Manager before he resigned. Subsequent account

for Diary and School Prizes were submitted and paid for.

Messrs. Brewer & Co. know that the balance

referred to viz.:- $80 is a personal account. They know the

position in which they left an unfulfilled original contract in

respect of a publication of mine. They have submitted an account

for goods supplied to me interpolated with goods supplied to the

School which the office has already paid for thinking that in my

absence Mr. Irving would pass the account for payment if they

headed the bill 'Victoria School'.

I will therefore notify Messrs. Brewer &

Co.
